Buying cloud software is easy, and that is exactly the problem. Each department picks its own tool, invoices land on different cards, and a year later nobody knows how many services are in use, who uses them or what data they hold.
The same applies to devices. Laptops are bought as needed, configured by hand, and a leaver's machine comes back without anyone knowing what is on it, or whether it came back at all.
